ملخص الدراسة:

The Palestinian economy is characterized by its structural dependency on external aid which is basically related to Oslo Agreement. That indicates the existence of great dependency on external funding, in general, and the inability of the local community to mobilize the needed funds in particular. As the industry sector plays a major role in the development and achievement of society’s economic goals, the construction industry has a relevant location at the area of economy thus donation. This research studied all aspects of Donor´s influence in the field of quality of the construction projects in Gaza Strip from beneficiary perspective. The research studied the factors affecting quality of construction projects and relationship between owner, donor and contractors of the project and the role that donor play in both economy and quality of the projects in Gaza Strip. The main aim of this research is to investigate the role that donor play in affecting the quality of construction projects sector. Based on literature review and experts’ point of views an appropriate questionnaire was conducted and distributed over the sample of the targeted population. All types of beneficiaries at both public and private sectors were concluded such as ministries, municipalities, NGOs, consultant firms and contractors. The results showed that donor has deep influence in the field of economy focusing on short-term plan that has an aspect of emergency relief such as reduction of unemployment rather than long-term plan that reform administrative, financial and constitutional structure of the Palestinian organizations. Results also showed that the direct impact of donor on quality of construction projects has no significant relationship on respondents’ point of views. That neutral attitude from respondents could incite Palestinian Authority and civil society’s institutions to reform their structure in order to handle effectively with donor and funds. The study recommended that direct responsible for implementation of construction projects have to increase their efforts and attention in order to make the quality of construction section thus economy in grand prosperity.
