ملخص الدراسة:

Gaza is a coastline strip and its towns and villages are divided in a linear pattern on the line of the permanent confrontation with the man-made disasters (ongoing wars) or the natural disasters (floods and tides ... etc). The suffering of the Gazians, in the social and the economic level, has been increased due to the effects and consequences of those disasters, besides the devastating wars that leave killing, displacement and destruction of buildings, damage of the property, vandalism, and corruption of the urban environment. These effects will get worse, if real actions will not be taken to manage and such effects, in accordance with a suitable strategy for the crisis management. Therefore, this study tackles the after wars reconstruction strategies that must be followed, precisely in the Gaza Strip, because of their importance on the national and humanitarian level now. The study displays the theoretical concepts for reconstruction after wars and disasters, and highlights the experience of the Palestinian Council for housing. The current study mainly aims at evaluating and shedding light on the reconstruction of the Gaza Strip and the role played by the Palestinian Council for housing in the reconstruction process. It also aims at referring to the theoretical framework, in this field, to come out with an integrated strategy to the reconstruction of the Gaza Strip, aiming at achieving an efficient confrontation in the future to cope with disasters. It is worth mentioning that acting a comprehensive reconstruction leads to better results for the people and the place, and activates the role of the Palestinian Council for housing. The descriptive and analytical approach was adopted to gain access to these strategies, as some of the projects carried out by the Palestinian Council for housing in the reconstruction process were evaluated. The plans followed by the Palestinian Council for housing, especially after three wars i.e.2008, 2012, and 2014 have been addressed, besides evaluating the role that the Palestinian Council for housing played after those three wars. The researcher used a set of tools, such as interviews and questionnaires to achieve the goal of this study. Taking advantage of the evaluation of previous experiences, to avoid mistakes and to promote the right thing, the study concluded a group of results and important recommendations, which paved the way to come out with a strategy to reconstruct Gaza. Finally, based on these recommendations, special strategies can be set to activate the role of the Palestinian Council for housing.
