ملخص الدراسة:

The study aimed to identify the constraints to the implementation of school-based teachers’ continuous professional development program (SBTD) in UNRWA schools in the Gaza Strip and ways to overcome them. To answer the study questions, the researcher used the analytical-descriptive approach. To achieve the objectives of the study, the researcher used the questionnaire as a study tool. The study sample comprised (400) male and female teachers of those who joined the program. The study concluded with several findings, the most important of which were as follows: - The percentage weight of the overall measurement of the degree of constraints to the program implementation was (67%), which is a moderate degree. - The descending order of the constraints was as follows: classroom and school environment – material and moral incentives - nature of the program - constraints related to teachers – constraints related to administration. - There were no statistically significant differences at the level of significance (α≤ 0.05) between the mean scores of the study sample of the constraints facing the implementation of the program attributed to the variables of (gender – academic qualification- education stage - years of service. With the exception of the dimension of the school and classroom environment, there was a difference in favor of those who have more than 10 years of service). Based on the findings of the study, the most important recommendations were as follows: - Sustainability of (SBTD) program implementation because of its importance in the development of teachers’ performance and the improvement of the educational process. - Supporting schools with financial means and resources necessary for the implementation of the program. - The allocation of material and moral incentives for teachers to motivate them to implement the program. - Equipping a training hall in each school or school complex with all the means and equipment necessary for training.
