ملخص الدراسة:

The study aimed to investigate the role of administrative accountability in the Internal Control Department in Gaza Governorate schools from their principals’ viewpoint. To achieve the study objectives, the researcher used the analytical–descriptive approach, and designed two questionnaires: a questionnaire to measure the administrative accountability consisting of (30) items distributed over (5) domains, and a questionnaire to measure the administrative performance level consisting of 20 items. The study used the comprehensive survey method to approach the study population, which is consisted of (133) principals in Gaza Governorate schools. A total of (130) questionnaires were retrieved, which represents a return rate of (97.7%) The most findings were as follows: 1- The Internal Control Department practices administrative accountability in Gaza governorate schools in a significant degree reflected in a relative weight of (79,20%) from the principals’ view point. 2- There were no statistically significant differences considering a significance level of (α≤0.05) between the means of the sampling units regarding the role of Internal Control Department in Gaza Governorate schools in practicing administrative accountability attributed to the variables of gender, education certificate, years of experience, and educational stage. The field of career ethics was an exception, where statistically significant differences were observed in the academic certificate variable in the advantages of the Bachelor degree. 3- The level of administrative performance in Gaza Governorate schools from their principals’ viewpoint was very significant with a relative weight of 86.80%. 4- There were no statistically significant differences considering a significance level of (α≤0.05) between the means of the sampling units regarding the level of administrative performance in Gaza Governorate schools attributed to the variables of gender, education certificate, years of experience and education stage. 5- There is a direct relationship between administrative accountability and administrative performance improvement, where the observed correlation factor, r, was (0.427). Based on the above-mentioned findings, the researcher put forward several recommendations. The most important ones are: 1- Ministry of Education is recommended to arrange training courses to encourage the schools’ staff members to improve the efficiency of their performance. 2- There is a need to build the capacity of the Internal Control Department employees to use the modern techniques of administrative accountability.
