ملخص الدراسة:

The study aims at evaluating the effectiveness of Financial and Administrative Control Bureau in controlling the financial performance of the local government institutions (municipalities). This study derives its importance from the supervisory role and the role of local government institutions (municipalities) in the present era. To achieve the goal of the study, a questionnaire has been designed and distributed to one hundred (100) random sample of workers in the Control Bureau and financial departments in the municipalities of Southern provinces-Palestine. The researcher used the descriptive analytical approach, as it is the best suitable approach to the nature of the case study. The most important findings of the study is that the Financial and Administrative Control Bureau is doing its supervisory and controlling role in monitoring the financial performance in the local government institutions and (municipalities) in the Gaza Strip. Additionally, the Financial and Administrative Control Bureau is continuing the implementation of the findings and recommendations of the regulatory process and it is committed to the Palestinian government censorship standards in implementing the regulatory process. The study recommends that the Financial and Administrative Control Bureau has to keep monitoring the performance, the efficiency, the proper use of power and the detection of deviations to deal with these deviations wherever they are. There is also a need to address the discovered violations and deviations within the municipality and to take action quickly. Besides that, it is necessary to follow the reports issued by the Financial and Administrative Control Bureau and to prepare ways, means and measures to ensure the implementation of their content.
