The study aimed at reach proposed strategy for enhancing the strategic roles of civil society organizations which contribute to the reduction of immigration problem, through studying the strategic roles of civil society organizations to reduce immigration problem and difference between estimates averages of samples depending on variables (scientific degree, job), the researcher used descriptive, analytical and structural method, depending on two Toole (questionnaire and focus group).the study sample consisted of(83)civil society workers. The most important findings of the study as the following: strategic roles of civil society organizations which contribute to limit immigration problem were at rate of (67.25%) and the degree was moderate and no differences in average estimates ≥ α) 0.05( of samples for the strategic roles of civil society organizations contribute to reduce the community problems depending on scientific degree and job, Therefore, the study recommends that the strategy be adopted by civil society organizations in addition to providing the necessary support and cooperating with civil society organizations to establish financing funds specialized for small business and creative ideas owners to integrate them into development process.
