ملخص الدراسة:

The study aimed at shedding light on the experience of developing the standards of self-evaluation and use in Palestinian universities, especially at the Islamic University of Gaza. The process of institutional evaluation is recognized as an important process that helps in continuous improvement within the institution because it is an essential component of educational work and a system of feedback in various decision-making in order to develop performance and in planning educational programs and projects, monitoring the processes and procedures of their implementation and verifying their effectiveness, The overall quality of the educational institution._x000D__x000D_
The study focused on presenting the experience of the Islamic University in Gaza to identify and develop the criteria of self-evaluation and use of the institutions. The study explained the mechanisms used to develop the standards in terms of the formation of the steering committee to manage this process and guide the institutional evaluation guide prepared by the National Quality and Quality Authority in Palestine, as well as guided by some Arab and international experiences in this field._x000D__x000D_
The study focused on the institutional evaluation criteria which were developed in the following areas: Mission, goals and objectives, governance and management, institutional scope (academic programs, scientific research, community service and partnerships), institutional resources and services. The criteria were compiled in a comprehensive guide entitled "Institutional Assessment Guide: Criteria and Indicators (2010)". The standards were among the general standards issued by the National Quality and Quality Authority in 2008, but included partial details in each axis that took into account institutional privacy._x000D__x000D_
The study explained how these criteria were used and the stages of completion of the activities of the self-assessment process in three stages:_x000D__x000D_
1) The preparation and preparation stage, where this stage is the starting point for the project. A decision has been taken in this regard. The steering committee and the evaluation committees were formed._x000D__x000D_
2) The implementation stage, which is the essence of the institutional evaluation process and is divided into two main sections: the division of committees and the start of the process of collecting data and information from the departments of the institution, describing the reality, and sentencing. The results were presented to the Support Committee (a small committee of 4 members of the core team that supported all the committees) and the preparation of the initial report during which the evaluation committees worked to gather data._x000D__x000D_
3) Drafting and presentation of the report and ending the evaluation process, where a proposed model for the institutional evaluation report was developed, guided by some local, Arab and European models. The report included chapters: Chapter 1: Introduction. Goals and Objectives, Chapter III: Governance and Management Committee, Chapter IV: Institutional Domain Committee, Chapter V: Committee on Institutional Resources and Services, Chapter VI: University Center in the South, Chapter VII: Conclusions and Recommendations. The proposed format of the report was then presented to the steering committee responsible for the management of the institutional evaluation process. It was adopted and the content of the report was formulated based on the results of the evaluation teams distributed on the above mentioned axes. The results of the evaluation were presented during a workshop that brought together multiple segments of the university's internal and external community. The attendance of the participants was recorded on the results and presented in another workshop to the University Council and the Board of Trustees. Some improvements were made to the report in terms of the general form and some results. Final amendments and adoption of the final report._x000D__x000D_
 The study concluded with a set of recommendations, the most important of which is the need to monitor and develop the institutional evaluation criteria continuously to suit the latest developments and the community environment.
