ملخص الدراسة:

هدف البحث إلى التعرف على خبرات بعض الدول فى مجال تعليم ذوى الاحتياجات الخاصة السمعية وإمکانية الإفادة منها فى مصر، ولتحقيق الهدف استخدم البحث المنهج الوصفى والمنهج المقارن، وتوصل البحث لعدة نتائج منها: يحتاج تطبيق أهداف تعليم ذوى الاحتياجات الخاصة السمعية بمصر متطلبات لا تستطع ميزانية التعليم تحقيقها فى ظل الأوضاع الاقتصادية الحالية. تقوم الجمعيات الأهلية بمصر بأدوار عديدة فى تعليم ذوى الاحتياجات الخاصة السمعية، ورغم ذلک يواجه عمل تلک الجمعيات معوقات إدارية وتنظيمية کثيرة. تقوم فلسفة تعليم ذوى الاحتياجات الخاصة السمعية بدول المقارنة، على الاحتواء الکامل فى المدرسة العادية بدمجهم کلياً أو جزئياً أو فى فصول خاصة بالمدرسة. يوجد تعاون بين مدارس الدمج التعليمى ومدارس التربية الخاصة فى دول المقارنة. کما توصل البحث لعدد من التوصيات منها: بناء منظومة تشرف عليها لجنة مختصة لإعداد وتنفيذ مؤتمرات وندوات دورية؛ بحيث تکون نتائج تلک المؤتمرات والندوات رافداً أساسياً لتطوير تعليم ذوى الاحتياجات بمصر. تنمية الموارد المالية من خلال موارد جديدة؛ کالمنح والشراکات والمسئولية المجتمعية للشرکات والمصانع ونظام الوقف الخيرى ومنظمات المجتمع المدنى واستثمار العائد والاستفادة من إنتاجه.
The present research aimed to investigate the experiences of some countries in the field of education in terms of the students with special hearing needs and the possibility of benefiting from them in Egypt. To achieve this goal, the researher made use of the descriptive and the comparative approaches. The results of the research revealed that the implementation of the goals of education for students with special hearing needs in Egypt requires lots of equipment that the education budget cannot bear in the light of the current economic conditions. In Egypt, civil organizations play many roles in educating for students with special hearing needs, and the work of these organizations face many administrative and organizational obstacles. The philosophy of education for students with special hearing needs in comparative countries is based on full or partial inclusion in the regular school by integrating them in the whole or in part or in special classes of the school. Furthermore, there is cooperation between education in the inclusive schools and the schools of special education in target comparative countries. The research recommended developing a system supervised by a specialized committee to prepare and implement periodic conferences and seminars so that the results of those conferences and seminars will be an essential component in the development of education for students with special needs in Egypt. Development financial resources through new resources; such as grants, partnerships, and social responsibility, for companies, factories, charitable endowment system, and civil society organizations, investigating the returns and benefiting from its production.
