ملخص الدراسة:

هدفت الدراسة إلى تحديد أبرز المعوقات التي تواجه تطبيق الإدارة الإلکترونية في الإدارة العامة للتعليم بمنطقة الرياض بوزارة التعليم في ضوء رؤية 2030، والتعرف على الفروق ذات الدلالة الإحصائية من وجهة نظر الموظفات الإداريات حول المعوقات التي تواجه تطبيق الإدارة الإلکترونية في الإدارة العامة للتعليم بمنطقة الرياض بوزارة التعليم في ضوء رؤية 2030 وفق متغيرات (المؤهل العلمي، سنوات الخدمة، البرامج التدريبية التي تم حضورها في مجال الإدارة الإلکترونية)، وتقديم سبل التغلب على معوقات تطبيق الإدارة الإلکترونية في الإدارة العامة للتعليم بمنطقة الرياض بوزارة التعليم في ضوء رؤية 2030، وتم استخدام المنهج الوصفي المسحي، کما تم استخدام أداة الاستبانة على عينة عشوائية من الموظفات الإداريات بالإدارة العامة للتعليم بمنطقة الرياض، وبلغ عددهن (75)، بما يشکل نسبة 12% من مجتمع الدراسة. وتوصلت الدراسة إلى النتائج التالية: أن أفراد عينة الدراسة موافقات على وجود معوقات تواجه تطبيق الإدارة الإلکترونية في الإدارة العامة للتعليم بمنطقة الرياض بوزارة التعليم في ضوء رؤية 2030، وجاءت المعوقات المالية في المرتبة الأولى، تليها المعوقات التقنية، ثم المعوقات الإدارية، ثم المعوقات البشرية وأخيراً المعوقات التشريعية والأمنية، أبرز المعوقات الإدارية: غياب الخطط الإجرائية للتحول نحو تطبيق الإدارة الإلکترونية، ضعف توافق الهياکل التنظيمية مع متطلبات تطبيق الإدارة الإلکترونية، أبرز المعوقات التشريعية والأمنية: الافتقار إلى وجود اجراءات للاعتماد الإلکتروني في التعامل بين الإدارات، عدم کفاية القوانين اللازمة لتطبيق الإدارة الإلکترونية، أبرز المعوقات البشرية: محدودية الفرص المتاحة للموظفين لحضور المؤتمرات والندوات المتعلقة بالإدارة الإلکترونية، قلة الحوافز المعنوية للمتميزين في العمل على البرامج والأجهزة الإلکترونية، أبرز المعوقات المالية: محدودية المخصصات المالية لتدريب الموظفات في مجال نظم المعلومات والتقنيات الإلکترونية، ضعف دور القطاع الخاص في المساهمة المالية والعينية لدعم تطبيق الإدارة الإلکتروني، أبرز المعوقات التقنية: ضعف البنية التحتية اللازمة لتطبيق الادارة الالکترونية، الافتقار إلى برامج نوعية لإنجاز العمليات الإلکترونية، توجد فروق ذات دلالة إحصائية عند مستوى الدلالة الإحصائية (0.01) فأقل حول المعوقات التي تواجه تطبيق الإدارة الإلکترونية في الإدارة العامة للتعليم بمنطقة الرياض بوزارة التعليم في ضوء رؤية 2030، تُعزى إلى متغير المؤهل العلمي، وهذه الفروق لصالح أفراد عينة الدراسة اللاتي مؤهلهن بکالوريوس، ولا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة الإحصائية (0.05) فأقل حول المعوقات التي تواجه تطبيق الإدارة الإلکترونية في الإدارة العامة للتعليم بمنطقة الرياض بوزارة التعليم في ضوء رؤية 2030 تُعزى إلى عدد سنوات الخدمة، وتُعزى إلى عدد البرامج التدريبية التي تم حضورها في مجال الإدارة الإلکترونية، أن أفراد عينة الدراسة موافقات تماماً على سبل التغلب على معوقات تطبيق الإدارة الإلکترونية في الإدارة العامة للتعليم بمنطقة الرياض بوزارة التعليم في ضوء رؤية 2030، وأن أهم هذه السبل ما يأتي: توفير التدريب المستمر للموظفين على الأجهزة والبرامج الإلکترونية، توفير الدعم الفني لتطبيق الإدارة الإلکترونية، تجويد الربط الإلکتروني بين الإدارات، مواکبة المستجدات اللازمة لتطبيق الإدارة الإلکترونية، إقرار نظام لتحفيز المتميزين في العمل الإلکتروني.
The study aimed to identify the most obstacles that face the application of Electronic-Management of general management at education sector in Riyadh region at Ministry of education in the light of 2030 vision, and identify the significant statistical differences from perspective of study sample individuals regarding to application of Electronic-Management of general management at education sector in Riyadh region at Ministry of education in the light of 2030 according to the variables (the scientific qualification, years of service, the attended training program), and introducing the ways for overcome obstacles that face the application of Electronic-Management. vision a survey descriptive approach was used, a study tool represented in a questionnaire which has been applied on random sample of female employees from administrates of general management at education sector in Riyadh region, hence their number was (75), 12% from the study society. The study concluded to the following results: The study individuals agree with existing of obstacles that face the application of electronic- management, as the financial obstacles was ranked as the first, followed by technical obstacles, then administrative obstacles, followed by human obstacles, finally, followed by the legal and safety obstacles where they ranked as the last obstacles. The most dominant administrative obstacles: Lack of procedural plans required for transmitting to apply electronic management, Weakness of organizational structures that consistence with the application of electronic management. The most dominant legal & security obstacles: Lack the presence of procedures of electronic validity for dealing among administrative, there are no sufficient laws that required for applying the electronic- management. The most dominant human obstacles: the employees’ opportunities for attending the conferences & seminars regarding to electronic –management are limited, Deficiency of moral stimulants for excellent workers regarding to electronic devices and programs. The most dominant financial obstacles: Limiting of Financial allocations for employees training in the field of IT & electronic technical, the weak contribution role of private sector in financial and material to support electronic management application. The most dominant technical obstacles: Weakness of infrastructure required for applying electronic –management, Lack of qualitative programs for achievement of electronic process. There are significant statistical differences at statistical level (0.01) and less regarding the obstacles facing the application of Electronic-Management of general management at education sector in Riyadh region at Ministry of education in the light of 2030 vision due to scientific qualification, in the favor of study individual who qualified with bachelor degree. There are no significant statistical differences at statistical level (0.05) and less regarding the obstacles facing the application of electronic-management in general education at Ministry of education in the light of 2030 vision due to scientific qualification due to years of experience and the number of training programs that attended in electronic- management field. The study individuals are completely agree with the ways for overcome the obstacles of the electronic-management, as the most important ways are the following: Provide a suitable and continuous training for employees on electronic devices and programs, Improvement of electronic linking among the administrative, Convoy the developments that required for electronic-management application, Verification a system to motivate the excellent workers at electronic work.
