ملخص الدراسة:
The Gaza Strip has been suffering from extreme conditions of political conflicts, underdevelopment, poverty, shortage and salinity of water, etc. Most of these conditions resulted from extreme human behavior creating real disasters. Natural disasters had been known since long time, and recently, human disasters became more understandable after several wars had resulted in huge destruction of human life including the natural and man-made landscapes. This case in particular is what the Gaza Strip has been suffering from for the last two decades. The establishment of the Palestinian Authority in 1994 gave the Palestinians the opportunity to establish a national planning system for the first time. Unfortunately, almost nothing of the planning production since that time has been implemented because of several reasons, among which is the absence of a “disaster management plan” while levels of ambiguity and uncertainty have been very high. Theoretically, a disaster management plan should be divided into three parts: pre-disaster, during-disaster, and after-disaster management plan. The first part (i.e. pre-disaster management plan) has recently got the biggest importance; especially because of the increasing possibility to predict disasters. This paper reviews theoretically the issue of considering a disaster management plan and the process to prepare such a plan. This will be compared to landscape planning and management in the Gaza Strip since 1994. The comparison shows the lack of, and consequently the necessity to adopt, a ‘pre-disaster management plan’ in landscape planning and management in the Gaza Strip being a hot area of armed conflict.
